The local speed rating seems too high. I'd rate it more like low to mid 8's (8-8.5). It's fast, but not blinding.

I have a sheet of 2.1mm FX on the forehand of my current practice bat which is an OFF+ blade. My other OFF blade with Mark V is noticably faster.

Sriver FX is a very good OFF/OFF- rubber, sacrificing a little speed and spin for much enhanced control, but on a 1-10 scale, it definitely ain't a 10 for speed.
